Terms of Use

These terms of use apply to everyone who uses LooView: browsing the map, holding an account or measuring toilets. They are written in plain language and, together with the privacy policy and the cookie policy, form the agreement between you and LooView. Version 2026-10-06. You can save or print this page.
§1

About these terms

These terms of use apply to everything you do on LooView: browsing the map, creating an account, measuring toilets, uploading photos and sharing pages. Together with the privacy policy and the cookie policy they form the agreement between you and LooView. If you take part in a paid programme, such as the founding inspector programme in Amsterdam, the programme terms apply as well; where they differ, they prevail for that programme. This version (2026-10-06) applies from 6 October 2026. You can save or print this page; on request we e-mail you the text and earlier versions. The Dutch text is the binding one. Translations are there to help you; where they differ, the Dutch text applies. Using LooView is free. There is no subscription and no notice period: you can stop at any time.

§2

Who offers LooView

LooView is offered by Eagle Consultancy, trading as LooView, registered with the Netherlands Chamber of Commerce (KvK) under number 52403157 and established at Galerij 17, Naarden. VAT identification number: NL197958734B01. You can reach us at info@looview.io. That address is also our single point of contact for users, authorities and regulators within the meaning of the Digital Services Act (Regulation (EU) 2022/2065). We communicate in Dutch and English. In these terms 'you' means the person using LooView, and 'we' or 'us' means LooView.

§3

What LooView is, and what it is not

LooView is an independent register of toilet hygiene. Inspectors measure a toilet on site with photos and a few questions. An AI model assesses the photos against a published method, the LooIndex, and every measurement carries a GPS fix and a timestamp. A toilet only receives a class (A to D) once 2 different inspectors have measured it at least 24 hours apart. Every measurement expires after 180 days; without new measurements the class lapses. Four rules we never bend: – Operators cannot buy, submit or edit a score. – Every score expires after 180 days. – Measured on site, or not at all. Remote measurements are refused automatically. – Classes, not stars. Every class has a published definition. A class is a snapshot of what inspectors found. It is not an official inspection, not a government audit and not a guarantee of the state of a toilet at the moment you arrive. To measure you need an up-to-date browser on a phone with a camera and location services; to browse the map a browser is enough.

§4

Account and age

You do not need an account to browse the map. You do need one to measure. You create an account with your e-mail address and a password, or through Google. – You are 16 or older. If you are younger, you may not create an account. – One account per person, with details that are correct. Your display name must not mislead, impersonate anyone or be offensive. – You keep your password secret and tell us at once if someone else uses your account. What happens through your account counts as your doing, unless it happened through no fault of yours. – We may refuse or close an account that breaches these terms; see 'Termination and blocking'. You can cancel at any time: e-mail us at info@looview.io from the address of your account. We then delete your account within 30 days. What happens to your measurements and data is described under 'Your photos and measurements' and in the privacy policy.

§5

Right of withdrawal

If you create an account as a consumer, you conclude a distance contract with us for a free digital service. You have the statutory right to withdraw from that contract within 14 days without giving reasons (article 6:230o of the Dutch Civil Code). Because LooView is free and you can cancel at any time, withdrawing amounts to the same thing as cancelling: there is nothing to pay and nothing to refund. To withdraw, send us a clear statement, for example an e-mail to info@looview.io. You may use this model form: 'To LooView, info@looview.io. I hereby withdraw from the contract for my LooView account. E-mail address of the account: … Date: …' We confirm receipt by e-mail.

§6

How to measure: the rules of conduct

A measurement is an honest observation on site. Therefore: – You only measure toilets where you may be as a visitor: public toilets and toilets of businesses open to the public. You respect house rules and instructions from staff, and you do not enter anywhere you are not allowed. – You measure what you find. You do not clean, move or stage anything to influence the result. – No people in the photo. No faces, no reflections of others, no documents, name tags or other personal data. LooView pixelates faces and documents the model recognises before a photo is stored, but you remain responsible for what you photograph. – No conflict of interest. You do not measure a toilet of your own business, your employer, your client or your family, and you do not accept money, discounts or any other reward from operators for a measurement. – You measure with your own account, on site, with location services on. You do not measure remotely, upload old photos or fake a location. – You only upload photos you took yourself. No content that is unlawful, hateful, sexual, threatening or misleading, and no content that infringes the rights of others. – You do not use LooView in an automated way (scraping, bots, bulk requests), you do not circumvent security and you do not put unnecessary load on the service. – You look after your own safety and that of others. Measuring is no reason to set aside traffic rules, house rules or common sense. If you break these rules we can reverse a measurement, remove content and block your account. How we do that is described under 'Moderation, reports and appeal'.

§7

Your photos and measurements: ownership and licence

Your photos remain yours. By uploading them you grant LooView a non-exclusive, worldwide, royalty-free licence to use them for the register and everything that comes with it: storing, resizing and cropping, pixelating faces and documents, assessment by our AI model, display on looview.io and in the app (map, toilet, city and share pages), processing into derived data such as the LooIndex, classes and statistics, and sharing with the service providers LooView needs for this (hosting, storage, AI assessment). This licence lasts as long as the photo is part of the register. Measurements are the core of LooView: if you delete your account, your measurements and photos stay in the register anonymously, detached from your name and profile. If you want a particular photo removed anyway, for instance because it shows something personal, e-mail us at info@looview.io; we respond within 14 days. With a measurement we show your display name, unless you measure anonymously. Texts LooView generates with a measurement (summaries, labels, classes) are not a review by a visitor but an automated account of the inspector's photos and answers. LooView does not post, buy or solicit fake reviews and never pays for an outcome; only for the measuring itself, in programmes we open for that purpose. You warrant that you have the right to share what you upload and that it does not infringe the rights of others.

§8

Automated assessment and human review

LooView uses an AI model to assess photos: whether they show a toilet, how clean and complete it is, whether they show people or documents that must be pixelated, and whether a measurement was really taken on site. The model can refuse a photo or ask for a new one. It can also be wrong. Therefore: – You can retake a refused photo straight away. – If you disagree with an assessment, a removed measurement or a refused photo, e-mail us at info@looview.io with the name of the toilet and the time. A person reviews it within 14 days and tells you the outcome. – Decisions that involve money, such as approving a paid measurement in a programme, are checked by a person before payout. Which data we use for this is described in the privacy policy.

§9

Moderation, reports and appeal

What we remove. We remove or hide content that is unlawful, that breaches these terms, that is not genuine (not taken on site, staged, copied) or that affects the privacy or safety of others. Depending on the severity we can reverse a measurement, remove a photo, take a toilet off the map temporarily or block an account temporarily or permanently. We do this diligently, objectively and proportionately, with respect for your rights, including your freedom of expression. How we do it. Signals come from our AI model, from our own checks, from reports by users and operators, and from authorities. The model can refuse a photo; removing a measurement or blocking an account is decided by a person. Explanation. If we take a measure against your content or your account, we e-mail you why: what we did, under which rule or law, whether an automated system played a part, and how you can appeal. Only in cases of large-scale abuse, such as spam, may we refrain from doing so. Reporting. If you see content that is unlawful or breaches these terms, report it at info@looview.io. Include: the link to the toilet or measurement, why you believe it is wrong, your name and e-mail address, and a confirmation that you are making the report in good faith. We confirm receipt, assess the report diligently and without undue delay, and tell you what we decided. Content that points to a criminal offence threatening someone's life or safety is passed on to the police or the public prosecutor. Appeal. If you disagree with a measure, e-mail us within six months. A person reviews your appeal afresh and answers within 14 days. You can also always go to court.

§10

Operators and owners of toilets

If you operate or own a toilet listed on LooView, this applies to you: – You can request an inspection through the operators page. You cannot submit, edit or have a measurement removed because you dislike the outcome, and you cannot pay to jump the queue or for an outcome. – You can have factual errors corrected: a wrong name, a wrong address, a toilet that no longer exists or is not open to the public. E-mail us at info@looview.io; we respond within 14 days and correct it if it is right. – Has your toilet improved after a low class? Request a new measurement. The old class stays until 2 new measurements on different days replace it, and every measurement expires after 180 days. – If you believe a measurement is not genuine or not fair, report it as described under 'Moderation, reports and appeal'. – If you want to use the LooView name, our logo or your toilet's class outside LooView, for instance in your venue or on your website, ask us at info@looview.io. A class is an independent observation at a point in time. LooView is not liable for the commercial consequences of a class based on genuine measurements made according to our method.

§11

Availability and changes to the service

LooView is under construction. We may add, change or stop features, adjust the method and carry out maintenance, even if the service is temporarily unavailable as a result. We do not guarantee uninterrupted availability or error-free operation. If we change something that clearly limits your use of LooView to your disadvantage, we announce it in advance on looview.io and, if you have an account, by e-mail. You can then always stop free of charge. The statutory rights you have as a consumer regarding digital services (article 7:50aa and following of the Dutch Civil Code) remain in force.

§12

Liability

LooView is free and we provide the service as it is. We do our best to keep the map correct, complete and current, but a class is a snapshot by inspectors and an AI model. Decisions you take based on LooView, such as whether or not to visit a toilet, are at your own expense. You measure at your own risk; look after your own safety and that of others. To the extent the law allows: – we are not liable for indirect or consequential damage, lost revenue or profit, loss of data or damage caused by content of other users; – our total liability per event is limited to € 500. These limitations do not apply if the damage results from intent or deliberate recklessness on the part of LooView, in case of death or personal injury, or where mandatory law, including consumer law, does not permit a limitation. Nothing in these terms limits the rights you have as a consumer under the law.

§13

Claims by others

If you breach these terms or the rights of others, for instance by uploading a photo you were not allowed to share or by showing someone recognisably, and LooView receives a claim from a third party as a result, you compensate the damage and the reasonable costs we incur, to the extent they are attributable to you. We tell you as soon as possible and consult you about how to handle it.

§14

What belongs to LooView

The LooView name, the logo, the software, the design, LooView's texts, the method and the LooIndex belong to LooView or our licensors. The collection of measurements, classes and toilet data is a database in which LooView holds the database right (Dutch Databases Act). What you may do: use the map and toilet pages for your own, non-commercial use, link to them, share pages with the share button and quote short passages with the attribution 'LooView' and the date. What you may not do without our written permission: retrieve or reuse substantial parts of the data (scraping, copying, reselling), use our name or logo, or suggest that something was measured or approved by LooView when it was not. Questions and requests: info@looview.io.

§15

Paid programmes

Measuring on LooView is voluntary and unpaid, with one exception: programmes that LooView explicitly opens for a city and a period, such as the founding inspector programme in Amsterdam. Such programmes have their own programme terms with the amounts, the conditions for payout and the checks. You only take part once you accept those terms, and where they differ they prevail over these terms of use for that programme. LooView only pays per accepted measurement, never for an outcome. Inspectors may not accept any reward from operators. A fee from a programme is income you declare yourself to the tax authorities; the programme terms state which details we record for that purpose.

§16

Privacy

How we handle your data is described in the privacy policy at looview.io/privacy-policy. In short: we process your account details (e-mail address, display name), the location and time of your measurements, your photos and their assessment, and, in a paid programme, your legal name and IBAN. Photos are processed by our AI service provider for the assessment. You can access, correct or delete your data through info@looview.io, and you can lodge a complaint with the Dutch Data Protection Authority (Autoriteit Persoonsgegevens).

§17

Termination and blocking

You can stop at any time by cancelling your account (see 'Account and age'). We can block or close your account if you breach these terms, if the law requires it or if we discontinue LooView. In case of a breach we warn you first, unless the breach is serious, such as fake measurements, abuse of a programme, threats or content that endangers others. You always receive the explanation and the right of appeal described under 'Moderation, reports and appeal'. After termination the provisions that by their nature continue remain in force: the licence for measurements already published and the provisions on what belongs to LooView, liability, claims by others and disputes.

§18

Changes to these terms

We may change these terms, for instance because LooView changes or because the law requires it. For a change that affects you, we give at least 30 days' notice before it takes effect: on this page with the new version and date and, if you have an account, by e-mail. Minor improvements such as typos or clarifications may take effect immediately. If you disagree with a change, you can cancel your account before it takes effect. If you continue to use LooView after that date, the new terms apply. We send you earlier versions on request.

§19

Complaints, governing law and disputes

If you have a complaint about LooView, e-mail info@looview.io. We confirm receipt and respond within 14 days, either with an answer or with a message saying when you can expect one. These terms are governed by Dutch law. If you live in another country as a consumer, you also keep the protection of the mandatory consumer law of that country. Disputes are brought before the court that has jurisdiction by law; as a consumer you can always turn to the court of your own place of residence.

§20

Final provisions

If a provision of these terms is invalid, the rest remains in force and we replace that provision with a valid one that comes as close as possible to its intent. If we do not enforce a provision on one occasion, that does not mean we waive it. We may transfer our rights and obligations under these terms to a successor that continues LooView; we tell you when we do, and you can then cancel. Messages between you and us go by e-mail: we use the e-mail address of your account, you use info@looview.io.
